Mr. Dinh currently is Director for Research and Development of all vehicle programs at the United States Postal Service.  In this position, he oversees all vehicle technical activities and advises senior management on the technical and scientific research and development of vehicle programs for the world's largest vehicle fleet (208,000 vehicles).  He is responsible for an annual budget in excess of $150 Million for vehicle programs.

From 1988 to 1996, he directed the US Postal Service's compressed natural gas (CNG) vehicle program in the US with more than 7,500 vehicles converted to CNG operation.  He worked with industry and local gas companies to establish a network of CNG refueling stations to support the largest fleet of CNG vehicles in the United States.

In 1993, he established an electric vehicle program to test and evaluate a number of electric vehicles and  subsequently converted a number of postal vehicles to electric drive. As a result, he was selected to receive the prestigious 1993 Federal Energy Efficiency, Renewables and Water Conservation Award from the United States Department of Energy. In 1996, he was awarded the United States General Service Administration's Alternative Fuel and Energy Conservation Award.

In 2004, he established a national program to evaluate hybrid electric vehicle technologies .  This program, which is still in place, has included the  testing of commercially available hybrid electric vehicles in accelerated postal driving schedules  and the conversion of postal vehicles to hybrid electric (click here to view the article).

In 2004, he also established a test and evaluation program  for hydrogen fuel cell vehicles with General Motors to evaluate the technology in  a postal environment.  In 2006, based on his work on biodiesel fuel research  for vehicles, he was awarded the prestigious 2006 White House Closing The Circle Award on Alternative Fuels and Transportation.

From 1982 to 1988, Mr. Dinh was a senior project engineer in the Powertrain Division of General Motors in Michigan, where he worked on the research and development of powertrains  for the Chevrolet Truck and Suburban.  

On April 21, 1993 Mr. Dinh was appointed to the Federal Fleet Conversion Task Force, which was created by President Clinton to bring together all parties, public and private,  to increase the production of alternative fuel vehicles and necessary refueling infrastructure.  From 1993 to 1996, he served on the technical committee of electric and hybrid vehicles at the United States Department of Defense's Advanced Research Project Agency (DARPA). Since 1993, he has been appointed to represent the US Postal Service on the White House's Task Force of Green Cars, also known as Partnership for New Generation of Vehicles (PNGVs).  In 1998, he was elected co-chairman of the International Postal Alternative Fuel Vehicle Committee in La Rochelle, France with the German Postal Service.

Mr. Dinh has published a number of papers for the American Society of Mechanical Engineering (ASME) and the Society of Automotive Engineers (SAE) on alternative fuel vehicles and has been invited to speak at various national and international conferences.  

Mr. Dinh attended the National Institute of Technology in Saigon, Vietnam. He earned his Master's degree in Mechanical Engineering from the University of Wisconsin at Madison. He received his Applied Scientist degree and also completed his Ph.D. studies program in Mechanical Engineering both at the George Washington University, in Washington D.C.
